Defeated in House 34 = Y, 54 = N, 12 = No Vote
HR 1011 was defeated in House 34 = Y, 54 = N, 12 = No Vote
Steve Harrelson, who is the representative from Texarkana and the Arkansas Democrat majority leader instructed the Democrats to vote against HCR 1011 and HCR 1022. In addition he vehemently spoke against HCR 1011 on the floor. Rep. Harrelson did agreed to support the resolution if the language were softened. So the sponsoring Representative, Debbie Hobbs, replaced "sovereignty" with "rights", "demand" with "request" and "cease and desist" with "refrain from". In response Rep. Harrelson offered an amendment that was more of an indictment against the state government than the federal. Simply put, Rep Steve Harrelson killed this bill.
We have been asked by Arkansas legislators to contact Rep. Steve Harrelson and ask him to respect the oath he made to the Arkansas state Constitution and the US Constitution by supporting this bill and other similar Constitutional States' Rights bills. Rep. Steve Harrelson's contact information is as follows: Business phone: 870-772-0300; Residence 870-772-5482; e-mail steve@steveharrelson.com; address 300 North State Line Ave. Texarkana, AR 71854-5926. Patriots, please put together a plan to change the position of the "No Voters" and the "Did Not Vote Group". This plan can include: visits to Legislators, phone calls, printed literature, rallies targeting the "No Voters", handouts in districts and at your Capitol, help from the Patrick Henry Caucus and talk radio interviews. We have a printed constitution pledge that you can ask your Legislators to sign making them accountable in the next election or next vote. Tell us about other ideas you have. Those Who Voted No:

Defeated in House - Tie vote 50-50.
This bill (HR3) failed on a 50/50 vote. One more vote and it would have passed. Find out if this bill is completely dead or if it can be heard again.
Call every Legislator who voted No. Read to them from Montana's Constitution.
Bill of Rights Section 1. Popular sovereignty. All political power is vested in and derived from the people. All government of right originates with the people, is founded upon their will only, and is instituted solely for the good of the whole. Section 2. Self-government. The people have the exclusive right of governing themselves as a free, sovereign, and independent state. They may alter or abolish the constitution and form of government whenever they deem it necessary. Tell them that if they do not reverse themselves on this States' Rights bill and other bills that will be introduced, we will remove them from office at the ballot box. We also have a Constitutional pledge form that we can email you. Ask each of these Legislators to sign the pledge. Have your leaders or other Patriots visit their offices at the capitol, in their districts or at their homes. For those who refuse to sign the Constitution Pledge, hold a rally in their honor with signs bearing their names. If they still refuse to support States' Rights, we will create literature to pass out at the capitol and in their home districts. If they will not support the rights and powers as defined in their State Constitution and the Constitution of the United States, we will REMOVE them at the ballot box. MONTANA Nay votes on Sovereignty

Voted Down in the House - Inexpedient to Legislate
HCR6: The House State-Federal Relations and Veterans Affairs Committee Majority Report (Democrats) Reported on 02-05-2009 01:00 PM LOB 203 that the bill was "Inexpedient to Legislate" (inexpedient = of little or no value).
On 03/04/2009 the House voted Yes 104 and No 212
We have learned from a Legislator in NH that the bill was voded down in the House. This Legislator wants the resolution introduced again in Jan 2010. Call the Sponsoring Legislators and ask them to submit HCR6 again in 2010. We also need all NH Patriots to encourage every Legislator they speak with to introduce a "Health Care Nullification" bill similar to Arizona's bill. A vote against this type of bill will really hurt opposing Legislators at the ballot box. To get the bad politicians out we need as many of these bills introduced and voted on as possible. Explain to Legislators that us Patriots want Legislators to go on record for or against these bills so that we can remove socialist Legislators at the ballot box. Bill Sponsors:

Died in committee
This bill (AJR 15) was referred to the Committee on Elections, Procedures, Ethics, and Constitutional Amendments (Pursuant to Joint Standing Rule No. 14.3.1, no further action allowed.)
Find out what Joint Standing Rule No. 14.3.1 is and let us know. We looked but did not find it.
Thank You John McCormick a realtor in Las Vegas for the clarification of Standing Rule No. 14.3.1 as follows:
Rule No. 14.3. Final Dates for Action by Standing Committees and Houses. 1. The final standing committee to which a bill or joint resolution is referred in its House of origin may only take action on the bill or joint resolution on or before the 68th calendar day of the legislative session. A bill may be re-referred after that date only to the Committee on Finance or the Committee on Ways and Means and only if the bill is exempt pursuant to subsection 1 of Joint Standing Rule No. 14.6.
Since action was not taken on this bill before the 68th calendar day of the legislative session & this bill did not qualify for Rule # 14.6 the bill died in committee.
It appears the bill can be re-introduced in the next legislative session. We need Nevada Patriots to call the sponsoring legislators and ask them to re-introduce this bill in the next session. Let us know what the response to your request is and we will pass it on to all Nevada Patriots.

Texas does not go back into session until Jan 2011. Before then there will be a need for this Sovereignty bill (SCR 39) and other States' Rights bills. We suggest you find out what bills are in the works and ask your Legislators to push for a special session in 2010 to handle all States' Rights bills. This might be done at the same time as another special session as there will likely be one for the budget.
Let us know what response you get.

Died in committee - No action taken by Rules Committee by voice vote
This Resolution Died in committee - No action taken by Rules Committee by voice vote. Because they used a voice vote we do not know who voted yes and who voted no.
We need to put pressure on every member of this committee to get this bill out to the floor.
Have your leaders or other Patriots visit their offices at the capitol, in their districts or at their homes. Call each member of the committee; leave messages and ask for a return call. Ask them to adopt this bill and send it to the floor and ask them if they voted yes or no. Send us the yes/no tallies and we will post them. Find out when they will meet again to consider this bill and give us the date and time. We will broadcast it to every tea party & 9/12 group in Virginia so they can be there in person. If they refuse to send the bill to the floor, hold a rally just for them with signs bearing the names of those who oppose this bill. If they still refuse, we will create literature to pass out at the capitol and in their home districts. If they will not support the rights and powers as defined in their State Constitution and the Constitution of the United States, we will REMOVE them at the ballot box. Rules Committee Members:
